JOB SUMMARY
The Customer Service Revenue Specialist performs routine responsible work in the handling of resident inquiries and issues regarding water and sewer billing. Reporting to the Billing and Collections Manager, the Customer Service Revenue Specialist works under general supervision sufficient to monitor progress and achievement of key performance indicators.

ESSENTIAL JOB FUNCTIONS

  • Implements and administers operating policies related to water and sewer billing and collections and other billings as needed.
  • Responds to information from the public and assists the public with resolving problems related to water and sewer billing and overall revenue collections.
  • Adjusts water and sewer bills for water leaks, plumbing problems, and/or pool fills up.
  • Verifies daily cash receipts and journals.
  • Assists customers with completing applications for service and setting up new accounts on the billing system.
  • Maintains customer service records.
  • Performs data entry for new customers and collection of city revenues for fees or services including water, sewer, garbage carts, stormwater, tap fees, connections fees and meter fees.
  • Provides education on billing system function and meter reading.
  • Prepares a variety of reports related to department activities and operations; prepares work orders for Water Resources Department.
  • Maintains and ensures the integrity of the rate codes in the billing system.
  • Assists on special projects as needed.
  • Performs other duties as assigned.

Typical Qualifications

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

  • Thorough knowledge of privacy rules and ability to preserve confidentiality as required.
  • Basic knowledge of general accounting principles.
  • General knowledge of modern communication techniques.
  • General knowledge of modern office practices and equipment.
  • General knowledge of data entry systems.
  • General knowledge of customer service, credit, billing, and adjustment procedures.
  • General knowledge of mass mailing process, online inquires and payments, and Interactive voice Response (IVR).
  • General technical skills and knowledge of electronic communications, word processing, spreadsheets, and department specific software.
  • High level of skill in the operation of Microsoft office, billing software and general technology, including the ability to successfully navigate multiple software systems.
  • Exceptional communication skills including digital and written correspondence.
  • Ability to follow instruction.
  • Ability to conduct the necessary research to solve problems and make decisions within scope of responsibility.
  • Ability to meet and interact with the public in a courteous and professional manner.

REQUIRED EXPERIENCE AND TRAINING
Associate degree in accounting or a related financial field and a minimum of two years of customer service and professional office work experience which includes individual financial account experience and exposure to billing system data entry and maintenance.

PREFERRED EXPERIENCE AND TRAINING
Experience in or exposure to local government operations and work environment.

This position primarily operates in an office setting, performing mostly sedentary work. Sufficient visual acuity is required to prepare and analyze data and figures and do extensive reading. May require physical exertion of up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to move objects. The ability to hear, understand, and distinguish speech and/or other sounds including in person speech, telephone, remote speech, and other sounds generally encountered in an office environment is required. An employee in this position will not be substantially exposed to adverse environmental conditions.
