GENERAL STATEMENT OF DUTIES: Performs difficult skilled trades and technical work on a variety of construction, maintenance, and repair projects; operates equipment in connection with tasks; does related work as required. Work is performed under regular supervision.
DISTINGUISHING FEATURES OF THE CLASS: Performing a variety of tasks in the construction, maintenance, and repair of public facilities such as streets, water, and sewer lines, drain ways and sidewalks.

- Operates and maintains specialized equipment including jet-vac and street sweeper; operates a camera truck, high pressure hydraulic systems and technical electronic equipment used in flow monitoring and line televising.
- Locates and marks underground utilities using paint, flags, and other markings.
- Inspects, maintains, repairs, and replaces sewer and water lines, water main breaks and related facilities.
- Responds to customer inquiries and complaints; takes necessary action; relays more complex problems to supervisor.
- Inspects and documents drainage issues; reports damaged utilities to supervisor.
- Builds and maintains street and regulatory signs; repairs barricades, road striping and thermoplasty on roads; repairs and installs electric signs and lighting; synchronizes streetlights utilizing specialized software application; operates stealth stat survey equipment for traffic analysis purposes.
- Prepares and submits a variety of technical reports; prepares and issues work orders.
- Performs the duties of the Crew Chief in their absence; assists with training and assigning staff.
- Performs related tasks as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: General knowledge of the practices and techniques of operating and servicing motorized vehicles and equipment; general knowledge of computer applications and programs, general knowledge of the operation of closed circuit television equipment, video tape machines and high pressure sewer cleaning equipment; general knowledge of the traffic law and regulations governing equipment operation; some knowledge of SCADA systems; skill and care in the operation of several types of trucks and construction equipment; ability to perform manual labor for extended periods of time, often under unfavorable weather conditions; ability to learn geography of City; ability to understand and follow oral and written instructions; ability to read sketches and plans; mechanical aptitude; ability to make minor repairs and adjustments to equipment; ability to establish and maintain effective working relationships with associates.
ACCEPTABLE EXPERIENCE AND TRAINING: High School diploma or GED and moderate water and sewer utility maintenance, repair and construction, asphalt repairs, and/or storm drain experience.
MINIMUM REQUIREMENTS: Possession of a Class A commercial driver's license valid in the State of North Carolina. Demonstrated safe driving history.
JOB RELATED PHYSICAL ACTIVITY REQUIREMENTS:
This is heavy work requiring the exertion of 70 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects; work requires climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, and grasping; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for depth perception, color perception, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arm’s length, operation of machines, operation of motor vehicles or equipment, and determining the accuracy and thoroughness of work; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions, oils, and wearing a self-contained breathing apparatus.
PREFERRED QUALIFICATIONS:
May be required to possess or acquire specialized certifications depending on departmental assignment including Pesticide Applicator, Flagger, Class B Water Distribution and Wastewater Collection II certifications within one year of hire as applicable for each Division.

A Class A Commercial Drivers License (CDL) must be obtained and maintained for the duration of employment.
This position requires a Commercial Driver License and is regulated by the Department of Transportation (DOT). This position is subject to random substance abuse testing at any time for the duration of employment and while occupying a DOT regulated position.
