GENERAL STATEMENT OF DUTIES: The position is the first point of contact with the public requiring excellent communication skills and knowledge of development codes, ordinances, and procedures.

DISTINGUISHING FEATURES OF THE CLASS: This employee assists the departmental staff with projects, including research, communication through correspondence and general office duties.

ESSENTIAL JOB FUNCTIONS: These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

Perform intermediate technical work receiving and processing land development and zoning applications and permits. Assist customers with inquiries regarding fees, licenses, permits, policies, rules, and regulations; review and process permit applications for compliance with planning and zoning standards; initiate inspections to ensure permit requirements are met; maintain accurate records of processed applications and permits, and provide staff support to the Planning Commission Board of Adjustment and City Council. Perform general cashiering duties in the receipt of monies for zoning actions; perform routine record keeping activities to record data. Participate in a variety of clerical activities including records maintenance and filing plans. Prepare permit processing data in reports. Work is performed independently under the general supervision of the Planning Director.

Typical Qualifications

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: General knowledge of the zoning ordinance; general knowledge of land development and subdivision control regulations; some knowledge of building and planning regulations and policies; ability to read and interpret construction files and plans; ability to communicate effectively both orally and in writing; ability to establish and maintain effective working relationships with property owners, developers, boards and commissions, associates and the general public. Knowledge of basic principles and concepts of urban planning; principles of records keeping; and, modern office methods, practices, procedures and equipment including a computer; perform routine technical and clerical work in the field of current planning; understand and carry out oral and written directions; communicate clearly and concisely, both orally and in writing; establish and maintain cooperative working relationships with those contacted in the course of work; and, maintain mental capacity which allows for effective interaction and communication with others; graphic skills desirable (i.e. Accela, Adobe, GIS)

ACCEPTABLE EXPERIENCE AND TRAINING: Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in planning or related field and moderate planning and zoning experience.

JOB RELATED PHYSICAL ACTIVITY REQUIREMENTS: This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires reaching, standing, walking, and fingering; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for color perception, preparing and analyzing written or computer date, use of measuring devices, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
