CREW SUPERVISOR - ENVIRONMENTAL SERVICES

GENERAL STATEMENT OF DUTIES: Performs intermediate skilled technical work overseeing and participating in the work of crews involved in the construction, of streets, water and sewer lines, public grounds or other public works or public utilities operations; does related work as required. Work is performed under general supervision. Supervision is exercised over Crew Chiefs and crew members.

DISTINGUISHING FEATURES OF THE CLASS: Overseeing, supervising, and participating in the construction, maintenance and repair of streets, drainage facilities, water and sewer lines, and related facilities; preparing and maintaining files and records; preparing reports.

ESSENTIAL JOB FUNCTIONS: These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

  • Supervises crews in the maintenance, repair, installation, and construction of projects; gives technical advice and assistance to Crew Chiefs and crew members
  • Schedules work projects and assigns staff and equipment in coordination with superior; maintains employee time sheets; approves leave requests
  • Checks projects for progress and for conformance to work plans and orders
  • Receives requests for emergency and unscheduled work and coordinates completion of task
  • Discusses and coordinates projects with citizens and other departments; investigates and responds to complaints
  • Enforces all safety rules and regulations
  • Assists with the recruitment and selection of personnel; trains and inspects the work of staff; disciplines and evaluates staff performance
  • Helps prepare equipment specifications; maintains records and prepares reports on projects
  • Assists Crew Chief and workers on difficult jobs; operates equipment when necessary
  • Coordinates the use of available equipment, materials, and personnel to obtain maximum effectiveness and economy
  • Performs the duties of Operations Manager when required
  • Performs related tasks as required

Typical Qualifications

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of repair, maintenance, rehabilitation and construction of streets, utility lines, drainage or related facilities; thorough knowledge of the tools, materials and equipment used in such repair work; thorough knowledge of the occupational hazards and safety precautions of the work; ability to assign and supervise the work of others; ability to communicate ideas effectively both orally and in writing; ability to prepare simple reports, drawings and sketches; ability to establish and maintain effective working relationships with associates.

ACCEPTABLE EXPERIENCE AND TRAINING: High School diploma or GED and moderate experience in the maintenance, repair and/or construction of streets, utilities or related facilities including supervisory experience.

MINIMUM REQUIREMENTS: Possession of a Class A driver's license valid in the State of North Carolina. Demonstrated safe driving history. Possession of or ability to obtain Class A Water Distribution, a Grade IV Wastewater certification, Flagger, ITRE and Pesticide application certifications within two years of employment as applicable for each Division.

Additional Information:

A valid NC Class A CDL is to be obtained and maintained for the duration of employment.

This position requires a Commercial Driver License and is regulated by the Department of Transportation (DOT). This position is subject to random substance abuse testing at any time for the duration of employment and while occupying a DOT regulated position.

JOB RELATED PHYSICAL ACTIVITY REQUIREMENTS:

This is medium work requiring the exertion of 70 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, and grasping; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arms length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions, oils.
